NEW YORK (AP) ? Tom Cruise and Katie Holmes are divorcing, bringing an end to one of Hollywood's most unexpected marriages, one that spawned euphoric couch-jumping on "The Oprah Winfrey Show" and endless speculation in the tabloids.

After five years of marriage, Holmes filed for divorce from Cruise on Thursday, said Cruise's lawyer Bert Fields.

"This is a personal and private matter for Katie and her family," Holmes's attorney Jonathan Wolfe said Friday. "Katie's primary concern remains, as it always has been, her daughter's best interest."

"Kate has filed for divorce and Tom is deeply saddened and is concentrating on his three children," Cruise's representative, Amanda Lundberg, told The Associated Press. "Please allow them their privacy to work this out."

Cruise, 49, wed the 33-year-old Holmes in 2006 in an Italian castle after publicly declaring his love on "The Oprah Winfrey Show." His starry-eyed celebration (in which he famously jumped on the studio couch) was a public display that forever after altered the moviegoing public's perspective of the action star.

The couple has a 6-year-old daughter, Suri, who has herself become a staple of the tabloids and celebrity magazines.

Their plan to divorce was first reported by People magazine.

Holmes appeared to have filed anonymously, a method of divorce filing legal in New York.

Cruise has two children with his previous wife, Nicole Kidman. The actor was also previously married Mimi Rogers.

This is Holmes' first marriage.

Cruise and Holmes had a whirlwind romance ? the "Dawson's Creek" actress confessed she had a childhood crush on the "Top Gun" star ? and were engaged at the Eiffel Tower. An elaborate wedding followed before a Church of Scientology minister.

"I can't be cool. I can't be laid-back," Cruise said on "The Oprah Winfrey Show." ''Something happened and I want to celebrate it."

But the couple's romance was instant fodder for the tabloids, who nicknamed them "TomKat" and chattered about everything from the couple's fights and Suri's shoes to Holmes' conversion to Scientology.

Cruise showed up alone to premieres for his new musical film "Rock of Ages." Holmes also was absent from an award ceremony earlier this month at the Friar's Club, where Cruise was given the fourth ever Friars Club Entertainment Icon Award.

Cruise said at the time that Holmes was overseas and the family would reunite in Iceland for Father's Day.

Cruise also recently starred in 2011's "Mission: Impossible ? Ghost Protocol" and 2010's "Knight and Day."

Holmes' recent films include Adam Sandler's "Jack and Jill" and the made-for-TV movie "The Kennedys," in which she played Jackie Kennedy.

Stockton, Calif. files for Chapter 9 bankruptcy

Stockton, California, became the largest city to file for bankruptcy in U.S. history on Thursday, after years of fiscal mismanagement and a housing market crash left it unable to pay its workers, pensioners and bondholders.

The filing by the city of 300,000 people followed three months of confidential talks with its creditors aimed at averting bankruptcy.

"We are now a Chapter 9 debtor," Marc Levinson, the lawyer who filed the city's voluntary petition in the Eastern District of California, in Sacramento (Case 12-32118) told Reuters.

Pleadings in support of Stockton's eligibility for Chapter 9 bankruptcy will be filed on Friday, Levinson said.

Stockton, which officially declared insolvency and its desire to restructure its debt, also filed a separate list of its major unsecured creditors.

The California Public Employees' Retirement System, which manages Stockton's pension plan, tops the list. The retirement system has a $147.5 million claim for unfunded pension costs.

Other top creditors include investors holding $124.3 million of Stockton's pension obligation bonds, $40.4 million of the city's variable rate demand obligations, $35.1 million of the city's public facilities fees bonds and $31.6 million of the city's parking garage debt.

Wells Fargo Bank NA is listed as the trustee for the investors.

"We are extremely disappointed that we have been unable to avoid bankruptcy," Mayor Ann Johnston said in a statement. "This is what we must do to get our fiscal house in order and protect the safety and welfare of our citizens."

Negotiations with creditors ended on Monday with Stockton failing to win enough concessions to help close its shortfall for the fiscal year starting on July 1. The city will also file a motion to request permission to share information from the confidential mediation process.

Healthcare to be phased out, pensions unchanged
The Chapter 9 bankruptcy filing, a rare event for U.S. municipal debt issuers, was left as the only option to close a deficit of $26 million in Stockton's budget for its the new fiscal year, according to city officials.

The budget approved on Tuesday by Stockton's city council suspends $10.2 million in debt payments and cuts employee compensation and retiree benefits by $11.2 million to help close the deficit.

About $7 million in savings would come from cutting retiree medical benefits for one year.

While the retiree medical benefits will eventually be eliminated, Stockton plans to leave its public pensions unchanged while in bankruptcy proceedings. Attempts to pare them would invite long and expensive challenges.

Stockton becomes the nation's most populous city to file for Chapter 9 bankruptcy. But Jefferson County, Alabama, remains the biggest municipal bankruptcy in terms of debt outstanding, as it had a debt load exceeding $4 billion when it filed in 2011. Stockton has about $700 million in bond debt.

Stockton has suffered a sharp drop in revenue since the collapse of its once red-hot housing market, forcing it to cut more than $90 million in spending in recent years.

The housing boom transformed the farming city into a distant bedroom community of the San Francisco Bay area, and the bust put it at, or near, the top of national foreclosure rankings in recent years.

Standard & Poor's Ratings Services downgraded Stockton to default from selective default on Wednesday, citing the city's move toward bankruptcy and expectations that it will not substantially pay all of its obligations as they come due.

Moody's Investors Service on Wednesday cut to 'Caa3' various general fund-supported debts of the city, putting the ratings in the "substantial risk" category, one notch above the "may be in default, extremely speculative" grouping. Moody's said its move was based on Stockton's bankruptcy budget.

News Corp announces plans to split

(AP) ? Calling it the next logical step in an evolution over nearly six decades, Rupert Murdoch's News Corp. said Thursday that it will split into two publicly traded companies.

As part of the split, one company will operate as a newspaper and book publisher, and the other will be an entertainment company that will include the 20th Century Fox movie studio, the Fox broadcast TV network and the Fox News cable channel.

While News Corp.'s board unanimously approved the split, it will need to review a more formal proposal on the matter. The deal is also subject to shareholder and regulatory approvals. News Corp. said it plans to hold a meeting of its shareholders sometime in 2013. The entire process may take a year to finalize.

The Murdoch family, which controls nearly 40 percent of the voting shares in News Corp., is expected to maintain control of both companies. Rupert Murdoch will serve as chairman of both companies and CEO of the media and entertainment company. News Corp. said it plans to assemble management teams and boards for both companies over the next several months.

Murdoch said in a conference call with investors that a split would result in two strong companies.

"We've come a long way in our journey that began nearly 60 years ago with a single newspaper operating out of Adelaide," Murdoch said, referring to the Australian newspaper that he inherited from his father that became the foundation for News Corp.

The split of News Corp. is a symbolic turning point for Murdoch, 81. Through the years, Murdoch maintained a fondness for newspapers even as he purchased entertainment companies. In hearings last summer before U.K. lawmakers, he conceded that he regularly called newspaper editors under his employ with the greeting: "What's doing?"

Investors have already blessed the split. They've pushed the company's Class B stock up 10 percent since the news of the plan broke early Tuesday. The stock edged down 15 cents to $22.26 in midday trading Thursday.

Under the plan, News Corp. shareholders will receive one share of common stock in each new company for each share of News Corp. that they hold. Each company will maintain two classes of stock.

Analysts relished the prospect that the faster growing entertainment segment would be valued more highly by new investors who weren't willing to buy shares in a company being dragged down by a newspaper industry in decline.

The publishing company, which will include The Wall Street Journal, is expected to be the much smaller of the two. Some analysts value it at about $5 billion, compared with the current market value for News Corp. as a whole of about $54 billion.

Murdoch emphasized on the call that the split doesn't mean he's giving up on his publishing business.

"Our aim is nothing less than this: To create the most ambitious, well-capitalized and highly motivated news and publishing company in the world," Murdoch said.

Still, many analysts had questions about which company would bear the financial risks of a probe in the U.K. into phone hacking and bribery. Besides legal costs, News Corp. also faces potential fines in the U.S. under the Foreign Corrupt Practices Act, which punishes companies that have bribed officials abroad.

It is unclear if the split will appease the British telecommunications regulator, Ofcom, which is reviewing whether British Sky Broadcasting ? of which News Corp. holds a 39 percent stake ? is "fit and proper" to hold a broadcasting license. Ofcom is expected to wrap up its review later this summer.

British authorities have been probing allegations that News Corp. journalists at News of the World, which it closed last summer, and other newspapers hacked into phones and bribed public officials to gain exclusive information.

(AP) ? German Chancellor Angela Merkel has insisting that Europe can pool its debt only when governments' compliance with fiscal rules can be ensured ? and says introducing so-called eurobonds now would be "economically wrong."

Merkel addressed the German Parliament on Wednesday amid mounting pressure for her country to give up its fierce resistance to pooling debt. Berlin argues it makes no sense to share liability for debt before Europe has undergone a long process of integration and installed tough control mechanisms.

The chancellor told lawmakers a quick move to eurobonds or other forms of joint liability would be constitutionally impossible in Germany and insisted that "supervision and liability must go hand in hand." She said they could only be considered if and when "sufficient supervision is ensured."

My wife recently sent me the article, Home schooling: Why more Black US families are trying it, and I checked it out. The article named school violence and school system?s labeling of children, i.e. ADHD or learning disabled, as the two primary reasons that more African Americans are choosing to home school their children.

As parents of a young child, living in a inner city, that has it share of ?school problems?, my wife and I are always talking about and looking into options for our child?s education. The public schools in our neighborhood are not really an option and the $27,000 private schools in our area, are not an option I want to take, smile. But I never really considered home schooling. In fact, I was pretty much against the idea.

In my opinion, homeschooling was an option for the affluent, it deprives kids of the chance to play sports and the kids have a hard time socially dealing with other kids. But then this article pointed out notable exceptions to each of my reservations. First their was Sonya, the government employee and single mother that wasn?t wealthy but decided to homeschool her son. Then their was, Tim Tebow the NFL quarterback that was homeschooled, still played high school sports and has become one of the most popular football players of our time. And Whoopi Goldberg who as a comedienne, actor and talk show host, I think is probably pretty ?socially adjusted?.

So at this point, now I am listening and wondering ? is home schooling a viable education option and why are more black families going that route?

So I spoke with Joyce Burgess, co-founder of the National Black Home Educators (NBHE), as she prepared for the 12th Annual NBHE Conference this weekend. Talk about a wealth of information! In addition to co-founding the organization, she has also home schooled her own 5 children over the last 23 years ? all of which are very successful in their chosen fields. Here are some of the benefits she cited for African American home schoolers:

1. Family Togetherness. We are losing a sense of family in our community, in large part to the messages taught in our public schools and the influences our children are being exposed to.

2. Nurturing environment. Parents can provide a environment catered to their child?s needs that kids do not get from their public school, at the same level.

3. Values. Parents retain the control over the values instilled in their children as opposed to the school ?system?.

4. Gang violence and drugs. In many cities, our schools have become inundated by the crime, drugs and gangs that surround that school.

5. Special needs. Teachers in the 1 teacher, 30 student classroom setting often don?t have the time or resources to focus on each child individually. She shared a story of a young girl that was punished and labeled as a behavior problem, because she would not sit still. It turned out that she was too young to articulate that she could not see, and her not sitting still was a desire to sit closer to the front of the class, so she could see.

6. Focus on education. According to Joyce, because of the failures of the education system, we are seeing African American boys as early as 14 and girls as early as 16 years of age, dropping out of public schools.

7. Sense of history is being lost. Beyond Martin Luther King, their is a wealth of ?Black? history that is never taught in a public school system that can be used to shape young African Americans.

8. Home schooled children are in high demand by colleges. Mrs. Burgess shared that, ?from your Harvard?s to the local Junior College? home schooled children are in high demand because of their preparedness to enter and excel at the college level.

To me these are pretty compelling arguments, especially those that speak to educational advancement and self-awareness, but I still have some questions.

What ways do you give a home school child the social skills to be prepared for life if they are not around other children their age, all day.

Joyce suggested that whether a child is home schooled or goes a more traditional route, a parent must be proactive in preparing a child socially for adulthood. Some of the suggestions offered were to involve children in local community sports programs. Some states also allow home schoolers to participate in their public school sports programs. Children also are a part of their local neighborhoods and local churches, which provide activities and opportunities for children to interact with other kids their age. She also recalled how her own children partook in college internships, worked on political campaigns and had foreign students stay with them in the their home.

The last question, I needed to address was that of cost. How much does it cost to home school a child?

According to the Home School Legal Defense Association (HSDLA), which is an advocate for parents that choose to home school their children, the average cost is about $500, but in many cases could even be far less than that. At $500 a year, home schooling is far less than private school and more than public school. There should also be an expectation that at least one parent will have to spend time at home teaching that child.

I must admit after talking with Joyce and researching home schooling options for myself, I consider it a viable and very possible option for my own child. Of course we are just scratching the surface of the benefits of home schooling, to find out more go to www.nbhe.net.

BCS gets boot in favor of 4-team playoff

WASHINGTON (AP) ? The best way to determine a major college football champion seemed so obvious to so many for so long. Just have a playoff.

Now the people in charge of making that decision are on board, too.

Come 2014, the BCS is out. Playoffs are in.

A committee of university presidents approved a plan Tuesday for a four-team playoff put forward by commissioners of the top football conferences.

For years, the decision-makers had balked at any type of playoff because they said it would diminish the importance of the regular season. If only two teams had a chance to win a championship in the postseason, even one loss could be too many. That made for some high stakes regular-season matchups. As recently as 2008, Southeastern Conference Commissioner Mike Slive proposed the type of plan adopted Tuesday, and it was quickly shot down.

Four years later, minds changed.

"It's a great day for college football," BCS Executive Director Bill Hancock said. "As soon as the commissioners realized they could do this and protect the regular season, the light went on for everybody."

The move completes a six-month process for the commissioners, who have been working on a new way to determine a major college football champ after years of griping from fans. The latest configuration is certain to make even more money for the schools than the old system ? and it still won't satisfy everyone. Some will think it's too small and, yes, there are some who liked things just the way they are.

"There were differences of views," Virginia Tech President Charles Steger said. "I think it would be a serious mistake to assume it was a rubber stamp."

Nebraska Chancellor Harvey Perlman was the most notable holdout. He had said that he preferred the status quo or a tweak of the Bowl Championship Series. Perlman said the playoff still wouldn't be his first choice, but he was not going to stand in the way of progress. After the commissioners presented their proposal to the presidents, it took the CEOs about an hour and a half to come to a decision.

"This is the package that was put forth and we will strongly support it," Perlman said.

Instead of simply matching the nation's No. 1 and No. 2 teams in a title game after the regular season, the way the BCS has done since 1998, the new format will create a pair of national semifinals.

The BCS has been a constant target for criticism. Lawmakers have railed against it. A political action committee was formed dedicated to its destruction. The Justice Department looked into whether it broke antitrust laws. Even President Obama said he wanted a playoff.

Now it's a reality.

No. 1 will play No. 4, and No. 2 will play No. 3 on Dec. 31 and Jan. 1. The sites of those games will rotate among six bowls. The Rose Bowl in Pasadena, Calif., is guaranteed a spot, and the to-be-determined site of the newly formed bowl created by the SEC and Big 12 is likely to be another, Slive said.

The other current BCS bowls ? the Orange, Sugar and Fiesta ? are not yet guaranteed spots in the rotation, but will get first crack at bidding for them. The Cotton Bowl, played at the $1.1 billion Cowboys Stadium in Arlington, Texas, has long wanted to be part of the BCS and will no doubt push to be a part of the rotation, possibly as host to the Big 12-SEC game.

The winners of the semis will advance to the championship on the first Monday in January that is six or more days after the last semifinal. The first "Championship Monday" is set for Jan. 12, 2015.

The site of the title game will move around the way the Super Bowl does, with cities bidding for the right to host.

The teams will be selected by a committee, similar to the way the NCAA basketball tournament field is set. The men's tournament has 68 teams, and 37 at-large bids.

The football committee will have a much tougher task, trying to whittle the field down to four. This season, 125 schools will play at the highest level of college football.

Among the factors the committee will consider is won-loss record, strength of schedule, head-to-head results and whether a team is a conference champion. The selection committee will also play a part in creating matchups for games at the four sites that do not hold a semifinal in a given year.

"I think it's tremendous progress," said Washington State coach Mike Leach, a playoff proponent. "Five years ago there wasn't even dialogue about a playoff. Instead of diving in the water, they dipped their toes in. I think it's' going to be ridiculously exciting and it's going to generate a bunch of money. I wish they dived in."

Leach predicted that the playoff field would eventually grow.

Arizona coach Rich Rodriguez, on the other hand, was happy to keep it small, and wants it to stay that way.

"I may be in the minority. I think we had a pretty good thing going," he said. "If it stays at four I think it will be fine. Think it will be pretty exciting."

No one has put a hard number on it yet, but this new format figures to more than double the TV revenue of the current BCS and Rose Bowl contracts. Those pay out about $155 million annually.

The commissioners want to lock in this format for 12 years with a television partner. The current BCS deal with ESPN runs through the 2013 season. The new format will be presented to potential TV partners in the fall, starting with ESPN.

There are still some details to work out, such as who will be on the committee and how exactly the money will be distributed among the conferences. But everybody in charge is on board.

While lower divisions of college football already have a playoff, the highest level has for decades used bowls and polls to determine its champion. Those days are coming to an end.

"A milestone that's good for college football," Atlantic Coast Conference Commissioner John Swofford called it.

And a long time coming.

Tropical Storm Debby drenches Florida's Gulf Coast (+video)

Tropical Storm Debby, its accompanying winds and rains brought flooding to parts of Florida. Rick Scott, the state's governor, declared a state of emergency. The storm is expected to travel further inland as the week progresses.?

Tropical Storm Debby lashed parts of Florida with driving rains and high winds on Monday, threatening to trigger more flooding and tornadoes as it hovered off the state's northern Gulf of Mexico coast.

With tropical storm-force winds extending outward up to 230 miles (370 km) from its center off the northwest coastal town of Apalachicola late Monday afternoon, forecasters said Debby menaced a broad swath of inland territory with flash flooding from torrential downpours.

Florida Governor Rick Scott declared a state of emergency and a tropical storm warning was in effect along much of the Gulf coastline, from the Florida Panhandle down through the central west coast.

"Because of the broad impact of Tropical Storm Debby, virtually every county in Florida could be affected," Scott said in a statement announcing the statewide emergency.

"Some communities are already grappling with flooding, wind damage and electrical outages," said Scott, who ordered all state agencies, including the

Florida National Guard, to provide any necessary assistance requested by local governments.

The Miami-based National Hurricane Center said Debby, the first named storm of 2012 to move into the Gulf of Mexico, was packing top sustained winds of about 45 miles per hour (72 kph) and forecasters predicted little change in strength over the next couple of days.

Over the weekend, the storm idled about a quarter of U.S. offshore oil and natural gas production in the Gulf of Mexico, based on figures issued by U.S. offshore regulators.

But on Monday, big offshore Gulf of Mexico drillers like BP Plc and Royal Dutch Shell began returning staff to offshore platforms.

Torrential Rainfall?

Forecast models show Debby making landfall along the northern Florida Gulf Coast by Thursday. It could dump more than a foot (30 cm) of rain in some areas of the state, with isolated amounts of more than two feet (64 cm) in north Florida, the hurricane center said.

Flash flood warnings were in effect for many areas and the Florida Division of Emergency Management has cautioned that inland flooding is associated with more than half the deaths from tropical cyclones in the United States over the last 30 years.

Steady rainfall spurred by Debby is expected to extend to southern areas of Alabama, Georgia and South Carolina.

Florida officials said the storm has left an estimated 35,000 people without power and forced the closure of a four-mile (six-km) bridge spanning Tampa Bay that connects the city of St. Petersburg with the Bradenton area.

The hurricane center also warned that more tornadoes were possible in parts of Florida and southern Georgia.

On Sunday, Debby spawned twisters that killed a woman, badly injured a child and wrecked homes in central Florida in rural Highlands County, according to an emergency management official.

Florida's Pinellas Country was also hit hard, with flash flooding in some areas and at least 20 houses with roofs that were partially or fully blown off during a tornado-like storm on Sunday.

In Alabama, rescuers continued a search on Monday for a swimmer who is presumed dead after he went missing off the Gulf Coast near Orange Beach on Sunday.

Debby is expected to continue veering away from the U.S. Gulf waters that are home to about 20 percent of U.S. oil and 6 percent of natural gas output. And the Louisiana Offshore Oil Port, which unloads about 1 million barrels per day of U.S. crude oil imports from giant tankers, said it was set to resume operations on Monday, after shutting Sunday due to rough seas.

But U.S. regulators said on Monday that Gulf of Mexico oil and gas operators had shut in 44.1 percent of daily oil and 34.8 percent of daily natural gas production because of Tropical Storm Debby, a near doubling of the oil total from Sunday.

Though Debby's track was still uncertain, the hurricane center said it could re-emerge and gain strength over the western Atlantic Ocean by next weekend.

Baby Boomer Years | Internet Contents

After World War II, a baby boom was experienced in many countries. There is no consensus as to when the baby boom began or ended. However, baby boomer years were the years immediately after the war, up to a decade later. The United States Census Bureau considers baby boomer years to be between 1946 and 1964.

In America, a reduction in birth rates after the baby boom began in 1957. Birth rates were especially high as a result of soldiers returning from the war.

The baby boom was first described by a New York post columnist known as Sylvia Porter. She used the word boom to represent increased birth rates after World War II. During the baby boom in America 77.3 million babies were born. People born during the baby boomer years are now in the late middle age or in their early senior years. The baby boom is thought to have occurred because couples who could not afford to have kids during the war were now more optimistic. Their optimism arose from an end to unemployment and a great expansion in the economy after the war.

People born during the baby boomer years are usually referred to as baby boomers. In cultural context, baby boomers are seen to represent a change in traditional values. These people did not do things like their parents did. They were more involved in their careers, had a higher standard of living and cared more for a healthy lifestyle compared to the previous generations. Baby boomers exercised more and ate a healthy diet coupled with nutritional supplements. For this reason, people born during the baby boom have had a longer life span than the previous generations.

In America, they are also associated with affluence having grown up in abundance. These people have been accused of thinking of themselves as a special generation. Due to their large number, the baby boomers were able to remodel society. The baby boom has also been referred to as a shock wave or pig in the python. Most of the voters in the U.S are from this generation.

Golden Boomers are those who have retired or are about to retire from a profession. The Era of the Golden Boomers is said to have began on January 1, 2011. All over the world, Boomers are in control of about 80% and 50% of personal financial assets and spending power respectively.

Baby boomer years also affected marriage rates and the average marriage age. When World War II ended, people began to marry at a younger age. Males married at an average age of 22.5 years while women got married at an average age of 20.1 years. More people got married after high school, while those women who went to college got married while still in college.

The increase in marriage rates subsequently led to an increase in family size. The average number of children born by women in these years increased to a peak of about 3.77 children in 1957.

(AP) ? Syria said Saturday that it shot down a Turkish military jet because the aircraft had violated its airspace, but Turkey threatened retaliatory action as it searched for its two missing pilots.

Both sides signaled they do not want to escalate an incident that has the potential to explode into a regional conflict, but the downing of the Turkish reconnaissance plane on Friday was a dramatic sign that the violence gripping Syria increasingly is spreading outside its borders.

Tensions already were high between Syria and NATO-member Turkey. The neighbors used to be allies before the Syrian revolt began in March 2011, but Turkey has become one of the strongest critics of the Syrian regime's brutal response to the country's uprising and is playing host to civilian and military Syrian opposition groups.

Germany and Iraq urged Turkey and Syria to remain calm and not let the unrest in Syria become a wider conflict in the area.

In a telephone interview with Turkish TV news channel A Haber on Saturday, Syrian Foreign Ministry spokesman Jihad Makdissi said the downing of Turkey's F-4 plane was an "accident, not an attack."

"An unidentified object entered our air space and unfortunately as a result it was brought down. It was understood only later that it was a Turkish plane," A Haber quoted Makdissi as saying in a translation of the interview. "There was no hostile act against Turkey whatsoever. It was just an act of defense for our sovereignty."

The plane went down in the Mediterranean Sea near Syria, and its two Turkish pilots remain missing.

"What is important now is that Turkey and Syria are working together to find the pilots," Makdissi said.

Turkish President Abdullah Gul and other officials said Saturday that their government is trying to assess the exact circumstances of the incident and would take unspecified retaliatory steps accordingly. Gul conceded that Turkish aircraft may have unintentionally violated Syrian airspace.

It was not clear if Turkey was contemplating military retaliation, increased sanctions, or other possible steps, including demands for compensation or an apology. But Faruk Celik, the Turkish Labor and Social Security Minister, said his nation would retaliate "either in the diplomatic field or give other types of response."

"Even if we assume that there was a violation of Syria's airspace ? though the situation is still not clear ? the Syrian response cannot be to bring down the plane," Celik told reporters. "The incident is unacceptable. Turkey cannot endure it in silence."

Turkey has joined nations such as the United States in saying that Syrian President Bashar Assad should step down because of the uprising in his country that has killed thousands of people. Turkey also has set up refugee camps on its border for more than 32,000 Syrians who have fled the fighting.

Turkey said after an April border shooting incident ? in which two people in a Turkish refugee camp died? that it would call on its NATO allies to intervene should it feel its security was being threatened.

Turkish Foreign Minister Ahmet Davutoglu met with military officials Saturday to assess what steps to take and to coordinate the search and rescue operation for the two missing pilots and the plane's wreckage, the Foreign Ministry said. The minister also met with Erdogan, but there was no announcement made after either of the meetings.

A Turkish official familiar with the meeting said Turkey was examining the plane's radar route and other flight data to ascertain whether the aircraft was flying over Syrian territory when it was shot down. The official spoke on condition of anonymity because he was not authorized to brief journalists and would provide no further details.

On Friday, Syria said its forces shot down a Turkish military plane that had entered its airspace. The plane, an unarmed F-4, went down in the Mediterranean Sea about 8 miles (13 kilometers) from the Syrian town of Latakia, Turkey said.

In Baghdad, Iraqi Foreign Minister Hoshyar Zebari said Saturday that the recent defection of a Syrian pilot to Jordan and the downing of the Turkish jet showed that the Syrian conflict could have far-reaching repercussions.

"Our main concern is the spillover of the crisis into neighborhood countries. No country is immune from this spillover," he said. "If this conflict were to turn into all-out sectarian or civil war, Iraq would be affected, Lebanon would be affected, Jordan would not be immune, (and) Turkey could be (affected)."

German Foreign Minister Guido Westerwelle said he was "greatly worried" by the incident, urged a thorough investigation and welcomed Turkey's cool-headed reaction in the incident's immediate aftermath.

U.N. Secretary-General Ban Ki-moon was following the situation closely and hoped the incident would be "handled with restraint by both sides through diplomatic channels," a spokesman said.

The Turkish government said the aircraft was a reconnaissance plane, not a fighter jet. Gul said it is "routine" for such jets flying at high-speeds to unintentionally violate other countries' air spaces for short periods of time. "Was that the case, or did (the incident) occur in our own air space? These facts will emerge," he said.

Syria claimed the jet violated its air space over territorial waters, penetrating about 1 kilometer (0.62 mile). It said Syrian forces only realized it was a Turkish jet after firing at it.

Turkish Deputy Prime Minister Bulent Arinc and other government ministers urged restraint. "We must remain calm and collected," he said. "We must not give premium to any provocative speeches and acts."

The leader of Turkey's main opposition party, Kemal Kilicdaroglu, said the downing of the plane was unacceptable, but he also urged calm.

"All diplomatic channels must be kept open. We are expecting a coolheaded assessment of the incident," he said.
