Emerging Markets Report: China faces social unrest from housing woes

A laborer works at a construction site for new houses in Huaxi, China. Analysts say falling prices in the housing market could lead to social unrest this year, although Beijing is unlikely to let such grumbling go too far.

HONG KONG (MarketWatch) ? Irate Chinese homeowners are among the top policy concerns for Beijing this year, according to analysts who say weakening house prices are stoking serious tensions.

Financial author and CSLA Singapore managing director Fraser Howie calls it the ?real unknown? of 2012, as there?s no track record of how this newly emerged class of homeowners would react if the current softening in residential housing prices turns into a prolonged decline.

?It?s too difficult to analyze what?s going to happen,? he said, citing the difficulty in sourcing accurate statistics on the property market and the short history of property ownership in China.

For the most part, property owners have never had to deal with falling prices since the 1998 policy change that helped what?s now viewed as the launch of the modern era of private-home ownership in China.

City University of Hong Kong political scientist Joseph Cheng agrees, saying that ?China?s middle class are not used to business cycles yet.?

He points to disgruntled home buyers in Shanghai who protested developers? price-cuts of unsold stock in blocks where they?d recently purchased apartments as an example of the grievances now being expressed by the middle class.

China's property slowdown spreads to other sectors

China's intervention in the property market may be going too far, as the home furnishing sector is now feeling the pinch.

Some buyers in other Chinese cities could take to the streets this year, adding to a darkening social mood that includes other protest movements involving land and labor rights.

?This is going to be a difficult year ? because of the political development trend, you [can] certainly expect more unrest,? Cheng said.

Also among the government?s concerns, said Cheng, is the likelihood that falling home prices could negatively impact consumer confidence and derail attempts by the government to foster consumer consumption as a driver of the economy.

?If real-estate prices fall, this will certainly discourage consumption,? Cheng said.

Residential property values have moved lower in recent months, in part due to government restrictions on home purchases made over the past year in an effort to prevent a housing bubble from inflating to dangerous size.

CLSA?s Howie notes additional economic casualties in the form of real-estate developers and property agents having to close up shop.

Still, he believes the government is likely to flex its considerable fire power to shore up the market against a more serious price drop.

?The government can?t afford to let it get to those levels and disillusion the middle class,? he said.

Nick Cannon 'Getting Back To Business'

Apparently you can't keep Nick Cannon down for long. Just days after being hospitalized for mild kidney failure, the TV personality let his fans know he's ready to put it all behind him.

Cannon took to Twitter to post a photo of himself in the hospital, getting his hair cut. He tweeted simply, "getting back to business." He later took to the social networking site to promote some of his pals who were DJing in Los Angeles.

One of Cannon's DJ friends spoke to People.com about his condition. "I was beyond shocked when I learned Nick had a kidney issue," DJ Irie said. "Of all the people, he is healthy beyond belief. He does not drink, he eats healthy and he works out regularly." The cause of Cannon's kidney failure is still unknown, and his friend reiterated just how well he takes care of himself. "Nick practices all of these healthy habits every day of his life," he said. "But he is rational and smart and taking care of it by being in the hospital, where he belongs now."

Cannon was transferred to an L.A.-area facility after initially being hospitalized in Aspen, where he was vacationing with his wife, Mariah Carey, and their twins, Moroccan and Monroe. "As always, he's in good spirits considering the situation," Carey said about her hubby, noting that he was "in a lot of pain" and that "the situation is not easy. We really appreciate everybody's love and support."

Iraqi official: Shiite militia will lay down arms (AP)

BAGHDAD ? The top Iraqi official in charge of reconciling with the country's armed groups is welcoming a decision by an Iranian-backed Shiite militia to give up its weapons and support the political process.

Amir al-Khzaie, Prime Minister Nouri al-Maliki's adviser for reconciliation, said Friday that the group, Asaib Ahl al-Haq, has not yet turned in its arms but says it is prepared to.

He says the group is ready to play a constructive role in Iraqi politics and hopes to run in the next parliamentary elections under a new name.

Asaib Ahl al-Haq, or Band of the Righteous, is an armed splinter group from radical Shiite cleric Muqtada al-Sadr's own political movement that was formed to fight the American presence in Iraq.

U.S. troops completed their pullout last month.

BAGHDAD (AP) ? Roadside bombs killed two Shiite pilgrims amid a string of explosions in Baghdad on Friday, the day after the country's deadliest sectarian violence in more than a year left scores dead, officials said.

The new wave of attacks raised fears of a renewal of the widespread Sunni versus Shiite bloodshed that pushed Iraq to the brink of civil war just a few years ago. While there were no claims of responsibility, attacks against Shiites are typically the work of Sunni insurgents.

At least three roadside bombs exploded in the morning in different parts of the capital, wounding 17 people in addition to the two killed, police and hospital officials said.

They hit Shiite pilgrims making their way toward the sacred city of Karbala for a holy day that draws hundreds of thousands of believers from across Iraq each year.

Several new explosions could be heard around midday. Police said they were rockets and mortar rounds. At least two buildings in northern and central Baghdad were hit, wounding 10 people, police and hospital officials said.

Baghdad military spokesman Maj. Gen. Qassim al-Moussawi said some of the projectiles landed outside the capital's heavily protected Green Zone. He said they were intended to disrupt an annual army parade happening within, and were a sign that insurgents are trying "to prove their presence."

The police and hospital officials spoke on condition of anonymity, as they were not authorized to brief the media.

A series of bombings targeting members of Iraq's Shiite Muslim majority claimed the lives of at least 78 people on Thursday, marking the second large-scale attack by militants since U.S. forces pulled out last month.

The attacks occurred in the run-up to Arbaeen, a holy day that marks the end of 40 days of mourning following the anniversary of the death of Imam Hussein, a revered Shiite figure. During this time, Shiite pilgrims ? many on foot ? make their way across Iraq to Karbala, south of Baghdad.

The last U.S. combat troops left Iraq on Dec. 18, ending a nearly nine-year war. Many Iraqis worry that a resurgence of Sunni and Shiite militancy could follow the Americans' withdrawal. In 2006, a Sunni attack on a Shiite shrine triggered a wave of sectarian violence that pushed the country to the brink of civil war.

The violence in Iraq comes as the country's main factions are mired in a crisis pitting politicians from the Shiite majority now in power against the Sunni minority, which dominated government under the dictatorship of Saddam Hussein.

Florida Panthers? Tomas Kopecky puts brawl behind him

When we last left the Panthers and Rangers, they were trading playing hockey for a good, old-fashioned boxing/wrestling match.

The fight occurred during the final 10 seconds of the Rangers? easy 4-1 triumph at the BankAtlantic Center on Friday. Thursday, it?s time to lace up the gloves ? no, make that skates ? for another showdown between the Southeast Division-leading Panthers and the Atlantic Division-leading Rangers at Madison Square Garden.

Could more haymakers be in the offing? Florida?s Tomas Kopecky was a central figure in the brawl and received a league-maximum fine of $2,500 for his part in the fight. Wednesday, at practice in Coral Springs before leaving for New York, Kopecky was all peace and happiness.

?I think everything will be fine,? he said of taking on the Rangers again. ?I?m going to play just like any other regular game.

?I?m not going to be looking to stir the pot. That game is over for me. It?s nothing that I would carry on. ... There are no emotions. That happened last game and it?s over.?

The brawl six days ago was set off when Kopecky took a high stick from the Rangers? Michael Del Zotto and in retaliation Kopecky punched Del Zotto from behind, sending him crashing to the ice. That put both teams in fighting mode, and afterward numerous Rangers accused Kopecky of throwing a ?sucker punch.?

Del Zotto, like Kopecky, also received a $2,500 fine from the league.

Madden signs up

The Panthers signed three-time Stanley Cup champion John Madden to a one-year contract. At 38, Madden will be the oldest player on the roster.

Madden has appeared in 867 NHL games and had a stretch of 10 consecutive NHL playoff seasons.

?I felt good out there,? Madden said after Wednesday?s workout. ?I think they wanted to see what they were getting.?

There was no decision on when Madden would receive playing time.

?John has great depth of experience,? coach Kevin Dineen said. ?He has always been a very sharp player. He can play the game many different ways, but I think his identity will always be with the defensive side of things.??

??The NHL has not talked to or made any decision on Panthers forward Krys Barch, who was ejected from Saturday?s game against Montreal for an alleged racial slur. Barch?s agent has said that Barch did not make any racial comment and that they have been in contact with the NHL Players Association.

?We?re in a holding pattern right now,? Dineen said. ?I think the league has decided to take its time and go through the proper channels.??

Barch?s expected meeting with NHL officials has been ?a moving target,? according to Dineen. He added, ?With us going to the New York area [site of the NHL offices], that?s a possibility.?

??Goalie Jacob Markstrom was recalled from AHL affiliate San Antonio, and goalie Brian Foster was assigned to San Antonio.

In the end, Chargers president Dean Spanos has decided to love the ones he?s with.

Amid rampant reports of sweeping changes in San Diego, the team has announced that coach Norv Turner and G.M. A.J. Smith will return in 2012.

?Bottom line, I believe these two men give us the best chance to get back to the playoffs,? Spanos said in a team-issued statement. ?A.J. Smith is the best man to improve our roster, and Norv Turner is the best man to lead that roster on the field.

?Together, we have stability and experience that?s hard to find in the NFL.? They?ve both been in this league a long time.? I don?t think there is anything they haven?t seen or experienced.? They?ve led us through some difficult situations.

?As we?ve seen throughout Norv?s tenure and particularly this past season, the players believe in him, respect him and play hard for him.? When we went through that tough stretch, no one quit.? The team kept playing hard, and that?s a tribute to Norv?s leadership and the respect the players have for him.

?Now we will take a hard look at everything, from player evaluation to coaching to the rash of injuries we?ve suffered in recent years.? Injuries have killed us.? And no one is ever perfect in this business.? Player evaluation isn?t an exact science.? We need to improve across the board and I?m going to make sure we do.

?We all have our quirks and faults, but I want A.J. and Norv on my side.? They are the right men to help us win a championship.?

Possible Translation?? ?I know they?re both a little goofy.? But If I would have fired these guys, there?s no guarantee I would have gotten anyone better.?

And let?s not be naive.? Spanos undoubtedly gauged the interest of guys like Bill Cowher and/or Jon Gruden, who would have infused excitement, sold tickets, and ultimately helped lay the foundation for a new stadium.? Presumably, both men politely said no and thanks.

Without a chance to land a superstar coach, Spanos apparently opted not to clean house, paying Turner for two years and Smith for three and news guys going forward who may not do any better.

Let?s also be extra-cynical.? Maybe Spanos actually wants to move the team to Los Angeles.? What better way to do it than to make a move (or, more accurately, not make a move) that will be horribly unpopular with the fan base?
