International Development - Senior Director, Planning & Budget

The Senior Director, Planning & Budget ensures that the Agency?s budget is developed in line with strategic and operational plans.?S/he supervises the tracking of overall actual income and expenses against budget to ensure that the maximum amount of money goes to the Agency?s programs, an optimal amount is spent on overhead, and the funds are spent in an efficient and prudent manner in all areas.? The Senior Director leads the annual budgeting process for the Agency and provides budget direction and monthly budget versus actual reporting/analysis of financial results to HQ divisional budget holders.? S/he supervises completion of all aspects of the Agency budget and operations plans, including all monthly, quarterly, and annual reporting.? The Senior Director leads or is point person for the financial elements of projects related to strategic planning, divisional planning and projects related to organizational transition.? The position also oversees the approved staff list, analyzes position related changes. and supervises/conducts various special planning and financial analysis projects as requested by senior management.

Responsibilities

  • Coordinate strategic and operational planning processes.? Ensures systems are in place to support achieving goals and aligning budgets.
  • Leads annual budget process for the Agency and budget revisions, including developing calendar, work plans, templates, training and preparing financial and narrative documents for presentations to the senior management team and board of directors.
  • Leads preparation of monthly agency budget reports and dashboard of all HQ units.? Leads preparation of quarterly narrative report to COO.?
  • Develop finance policies around budget and management accounting matters and disseminate to stakeholders.? Point person on compliance matters for finance.
  • Monitor and ensure that Agency undesignated budgets are not overspent and designated budgets are spent in a timely manner, in the proper location, for the proper purpose according to donor intent.
  • Lead training for HQ staff with finance functions embedded in business or functional teams on budget and planning matters, and ensure that they are meeting their objectives, and providing proper service to their stakeholders.
  • Review, assess, and identify areas of improvement in Agency budget policies/procedures.

Requirements?

  • MBA, MPA or equivalent in Finance?required
  • CPA preferred
  • Minimum 7 years? experience in planning, budgeting, and financial management
  • In depth knowledge of financial planning and budgeting processes and financial reporting
  • Proficient skills in the management of databases and financial management systems
  • Thorough understanding of grant regulations and financial management policies and procedures.
  • Able to interact at all levels and with all departments in the Agency; able to interact at Board level
  • Organizational and capacity building? and leadership skills
  • Change facilitator and service orientation
