As an example, they suggest asking simple questions you already know the answer to. For instance, if you're at a coffee shop, ask about the quality of the Wi-Fi. From there, you can gauge their response and decide if they're interested in conversation. Even if you get a pithy reply, no harm is done provided your question was innocent enough.
It's not just about meeting potential romantic interests, the tips they offer are geared toward any situation you might find yourself in where you're awkwardly fumbling to fill the void of silence.
